Subject: metal around track?

I was at a high school track meet yesterday, and the track had a 3"(?)
square piece of metal that ran all the way around the track on the
inside of the inside lane. What's the purpose of it? To prevent runners
from passing on the inside? Thanks.

I think the rules for some competitions actually require this. It makes it much
harder for runners in lane 1 to cut the corners by stepping on the line or into
the recovery lane.

I don't think it's possible to pass a runner who is reasonably close to the
line in lane 1 on the inside without stepping quite a long way off the track.
