Subject: black belt around someones chest

I bicycle through a large public park, and notice that "guys" in high
school will have sometype of black belt around their chest while they
run. They seem to be a part of a high school group which runs during
the summer. I was wondering the purpose of the belt. Is it symbolic
(support a particular cause) or does it help you breathe better?

Thanks

Tom

PS: I am too bashful to ask the runners.

Are you sure they're not heart rate monitors?
